Yes. Even with complete paralysis, OT builds independence through adaptive techniques. A C6 tetraplegic can learn to feed themselves using a universal cuff. A T4 paraplegic can become fully independent in transfers, dressing, and driving with hand controls. OT works with whatever function remains.
